On May 14, 2025, the U.S. Department of Homeland Security (DHS) introduced a new voluntary departure program aimed at reducing the cost and complexity of traditional immigration enforcement. Under the initiative, eligible individuals without legal immigration status may opt to return to their home country voluntarily in exchange for a $1,000 stipend and a complimentary commercial airline ticket.
The program is accessible through the CBP Home app and requires participants to register in advance. DHS will confirm each individual’s departure before issuing the stipend. Officials say the goal is to reduce enforcement costs by up to 70% while easing the strain on detention centers and speeding up immigration case processing.
Homeland Security Secretary Kristi Noem described the initiative as “a safe, cost-effective, and humane alternative to traditional removals.” According to DHS, individuals who leave voluntarily under this program may have more options to legally return to the U.S. in the future, compared to those removed through standard enforcement actions.
Supporters view the new approach as a practical solution for low-risk, non-violent immigration cases, and an opportunity to redirect resources to higher-priority enforcement. They also highlight the potential for reducing overcrowding and delays in the immigration system.
