Phelan, a Florida-based investment executive, takes on the role during a pivotal moment for the Navy, which is currently navigating challenges including shipbuilding delays, budget pressures, and efforts to improve conditions for sailors.
At 55, Phelan brings a strong background in business rather than military or Pentagon service. Known for his work in corporate turnarounds, he previously led Rugger Management LLC and held roles in major investment groups. His supporters point to his financial expertise and focus on operational efficiency as strengths that could benefit the Navy.
During his confirmation hearing, Phelan emphasized the need for change, stating, “The Navy doesn’t need another bureaucrat. It needs a problem-solver.” He outlined a three-part strategy focused on financial transparency, improved operations, and stronger support for service members.
His plans include a department-wide audit, updated expense tracking systems, and efforts to address maintenance backlogs. He also pledged to prioritize housing, mental health resources, and training upgrades for sailors, noting, “You can’t lead a fleet if you don’t take care of the people in it.”
